Cullen confirms plans to introduce random breath tests

Minister for Transport Martin Cullen has confirmed his intention to introduce random breath-testing of motorists in an effort to reduce the high level of road deaths in Ireland.

Mr Cullen announced the move at the launch of a new campaign of grisly television advertisements warning of the dangers of drink-driving.

However, he said he feared the controversial measure would be difficult to introduce due to concerns about civil liberties and proportionality.

"I know that whatever legislation I bring in is going to be challenged in the courts, therefore I must make sure that it is as robust as it can be," he said.
