15/10/2005 - 08:40:40
Security is tighter than ever in Iraq as people have their say on a new constitution.

The draft document requires a majority vote to pass however it can be defeated if two-thirds of voters in any three provinces reject it.

President Jalal Talabani and Prime Minister Ibrahim al-Jafaari were among the first to cast their ballots.

They are urging the 15.5 million people due to cast their ballot to vote yes.

It is expected Kurds and Shia Arabs will approve the new constitution while Sunni Arabs are likely to vote no or stay at home.
