McDowell proposes overhaul of drinks industry

Continental-style cáfe -bars could be opened around the country by the end of the year, under plans to overhaul the drinks industry.

The measures, which were first promised two years ago by the justice minister, Michael McDowell, will be brought before the Dáil in the coming months.

The proposals include a new nightclub licence and the power for local councils to control opening hours of pubs.
